Reordering a Scanned PDF
Scans often have front/back order issues, blank pages and covers mixed in. Review thumbnails, fix pairs together, confirm a blank is not the back of a duplex scan, then check page count and key pages after export.

Put cover/TOC separately.
Total page count is right.
Key pages/numbering are continuous.
